Francis Bogere is a Ugandan telecom infrastructure engineer, technology builder, and founder of Nanotel Africa. His work focuses on community connectivity, field operations, open technologies, and practical digital infrastructure solutions for African operating environments.

He is the creator of TerraSync, an offline-first field operations platform designed to help infrastructure teams collect, validate, and synchronize reliable field data in low-connectivity environments. TerraSync supports workflows such as site inspections, work orders, reports, evidence capture, and infrastructure maintenance.

Francis is particularly interested in building African-led technology ecosystems that combine telecommunications, software engineering, open-source tools, and community impact. Through his work, he aims to improve field reliability, strengthen digital infrastructure, and support young African innovators working in connectivity and technology.

Abstract

Building Offline-First Telecom Field Systems for African Connectivity

Across many African regions, telecom field operations and infrastructure deployment teams often operate in environments with unstable internet connectivity and limited digital tooling. This creates challenges in reporting, infrastructure maintenance, monitoring, and coordination. This poster presents the concept and architecture of offline-first telecom field systems built using Python and open technologies. It explores how lightweight applications, local-first data storage, synchronization workflows, and automation tools can improve operational efficiency for field engineers and community connectivity projects. The poster also discusses the broader role of open-source technologies in supporting African digital infrastructure, particularly in underserved and rural communities where resilient software systems are critical. The work draws inspiration from ongoing experimentation around telecom operations tooling, field data systems, and community-focused connectivity initiatives in East Africa.
